Reminder – The new stay at home order goes into effect tonight at midnight. The Governor in particular reminded retailers of the new provision to calculate the maximum safe people per store and then limit entry accordingly.
New orders/actions/measures
- The Governor authorized the Ohio National Guard to enter Elkton Federal Correctional Institute for 7-10 days to assist in the prison infirmary. See more below.
Hospital capacity build out continues around the state. The following facilities have been identified as sites for field hospitals:
SeaGate Convention Centre- Toledo, Lucas County
Case Western Reserve University Health Education Campus – Cleveland, Cuyahoga County
Dayton Convention Center – Dayton, Montgomery County
Covelli Centre – Youngstown, Mahoning County
Greater Columbus Convention Center – Columbus, Franklin County
Duke Energy Convention Center – Cincinnati, Hamilton County
Southern and Southeast Ohio for now have determined that excess patients can be handled in existing facilities with additional equipment. Other sites are still being assessed. The field sites will only be used if the surge pushes past the expanded capacity that has already been identified within hospitals. Dr. Acton added that there will be more information on the field sites and new modeling data as the week goes on. She was pleased that the time the state bought with social distancing allowed them to identify and use brick and mortar facilities as opposed to tents. She urged people to continue as usual in terms of seeking treatment from their doctors or local hospitals – any transfers will be arranged by the hospitals after a person seeks treatment from their local hospital.
The Governor thanked the approximately 14,000 companies that have reached out to the Manufacturing Alliance regarding producing needed medical equipment. JobsOhio is also partnering with the Alliance to coordinate identifying the correct businesses to begin manufacturing.
Governor DeWine provided an update on the Elkton Federal Correctional Institute in Lisbon, Ohio (approximately 30 minutes south of Youngstown). Seven inmates have tested positive, dozens more are showing symptoms and three have died. The National Guard State Surgeon visited the prison and with the Health Department reported that the prison needs help. The medical staffing of the prison is only at 50% of what it should be. Guards are being diverted to stand watch over prisoners that are in local hospitals. As noted above, the Governor has authorized medical professionals from the National Guard to enter the prison for a limited time for a medical mission only – no Guardsmen will be armed. In addition to staff, the Guard will provide equipment to treat the outbreak. The authorization is only until the federal government can react. The Governor also requested the federal government cease all intake at the prison until the danger passes.
On the state prison front, there have been positive cases reported in some of the state’s prisons. Governor DeWine noted that he and his staff are continuing to assess the current prison population for additional release recommendations – there will be more information tomorrow on this point. He also noted that prison populations are going down because intake has gone down. In response to a question about commutation power, the Governor said that due to constitutional limitations, that process takes a minimum of 60 days, which is too long. This is why the Governor is making the recommendations to local judges to allow a quicker process.
Governor DeWine reminded everyone that anyone coming into the stay must self-quarantine for 14 days. This is a provision of the order that goes into effect tonight. The only exceptions are for individuals commuting across state borders for work, medical professionals and truckers passing through Ohio. He stressed this point particularly to Ohio residents returning from Florida and other points south.
ODOT Jack Marchbanks joined the press conference this afternoon. He stressed the importance of trucking during the pandemic – highlighting the changes to overweight limits for truckers. Also, ODOT is keeping rest stops open and clean. ODOT is also working with mobile food vendors to set up locations for truckers to get a hot meal.
Lt. Governor Husted started his comments by discussing the Dispute Resolution Commission under the new order. The Commission will hear cases where different local governments and health departments are treating the same/similar businesses differently under the essential business order. The Commission will not make decisions on what the order covers – only hear disputes. All decisions are final and will be made public. The Lt. Governor announced that Goldman Sachs is making $20 million to small businesses under the SBA PPP loan program for small business that cannot access financing through their own financial institution. Lt. Governor Husted stressed that all businesses should first approach their own bank before looking to the Goldman Sachs program. - Speaker Larry Householder (R-Glenford) named Reps. Paul Zeltwanger (R-Mason) and Terrence Upchurch (D-Cleveland) co-chairs of the task force he announced earlier to look at the post-COVID-19 economy and identify steps for recovery. The group, which was to meet remotely for the first time on Monday, April 6, also includes 22 other House members. The first meeting was organizational and no set agenda for the committee’s work was discussed today.
- Spain has been ravaged by the virus, but the rate of new infections is slowing. And while officials said Monday that 637 people had died in the previous 24 hours, it was Spain’s lowest number of deaths in two weeks. Italy also reported its lowest numbers in three weeks, announcing 3,599 new cases, the lowest daily increase since March 17, bringing the number of cases in the hard-hit country to 132,547. Italy’s Civil Protection Agency also announced 636 deaths in its daily briefing, increasing the death toll in the country to 16,523, the highest in the world.
